if you had unprotected vaginal sex with a female who is hiv + twice no ejaculation took place does this make it 100 percent guaranteed to get hiv?

No, certainly not! Fortunately not every HIV exposure leads to HIV transmission. There are many factors involved in whether HIV is transmitted or not. These variables are related to both the virus (viral strain, viral load, etc.) and the host (immune integrity, concurrent infections, route of exposure, local trauma, etc.)
