|Meningitis but not HIV?

So I had unprotected oral sex with a man (receiving). Then, I start having panic attacks. Get a white hairy tongue. Get viral meningitis. All my antibody and viral load and HIV culture tests are negative. I'm still lightheaded and fatigued 8 years later. They found brain lesions on my frontal lobe. I'm tired all the time. If I don't have HIV, what the hell do I have? As of 5 years ago, my T-cell counts have been above 1000. My CBC as of 8 months ago come back normal. I've had 2 highly specialized HIV tests, which come back negative. I've asked about other viruses, but nobody knows what's going on. I've seen quite a number of infectious disease specialists, but I have no answers.
I wish I could get some answers, but so far I have none.

Unfortunately I cannot diagnose your condition over the Internet. However, what I can do with great confidence is advise you what's not causing it: It's not HIV! No way. No how. No further HIV testing is warranted.
If you have "brain lesions," you need to be evaluated by a neurologist. You may need to be seen at a tertiary care referral center that evaluates complex and unusual cases. These referral centers are usually large medical centers associated with a medical school.
Remember, not every unexplained or difficult-to-diagnose condition is related to HIV! In fact HIV diagnosis is fairly straightforward and there is overwhelming evidence you don't have it.
