i read in one of your posts that HIV cannot penetrate intact skin but that it can penetrate the linings of the urethra. so my question is, since the condoms that just cover the head of the penis prevents access to the urethra are they as effective as regular condoms in preventing HIV?

Condoms that only cover the head of the penis are not as effective, because they tend to slip off easily. In addition by leaving the skin on the shaft of the penis uncovered, you increase the risk of other types of skin-to-skin STDs, such as herpes or HPV.
