How dangerous is it to bareback, when both partners are in an exclusive relationship? Both are negative and plan on getting tested before barebacking. If no one is cheating, is it safe then, or are there still side effects or concerns for either of the partners?

Unprotected sex, be it front-door or backdoor, hetero or gay, would be considered safe if both partners were monogamous and if both partners were HIV negative and if neither partner had any other sexually transmitted diseases. Please note the multiple and extremely important qualifying "ifs" in the previous statement. My opinion remains for "safe", "carefree" sex, condoms are still your best and most reliable option.
Stay safe and you'll stay well. No ifs, ands or buts about it!
