Dr Bob...this is my last try to communicate with you. I have tried about 10 times maybe more. Can you answer me a simple question? Would a latex condom used properly to give a guy a bj be enough to prevent other STD's other than HIV? If you don't touch any other part of his body with your mouth or tongue etc just the covered area?

Not only can I answer your simple question, but I already have multiple times. Just take a look in the archives! It's much more efficient than writing to me 10 times! Briefly, laboratory studies, including those conducted by the FDA, have established that male latex condoms are impermeable to particles the size of STD germs, including HIV.
