SECONDLY A YEAR AFTER MY EPIOSDE OF RECEIVIENG ORAL SEX ,I FOUND A LUMP ON MY FORESKIN OF THE PENIS...DO WARTS COME ON FORESKIN OR THE PENIS.

According to the CDC, HIV is only known to be sexually transmitted during anal, vaginal, and, much less frequently, oral sex. Since your activity involved nipple sucking and kissing on the neck, you are not considered to be at risk for infection.
HIV transmission is only possible when infected fluids (blood, semen, vaginal secretions are the ones implicated in sexual transmission) come into contact with mucous membranes. It also sounds like none of that happened, either.
Don't try to guess what the lump on the foreskin of your penis is. HPV/genital warts can occur anywhere on the skin and mucous membranes of your genital region, but you should get that diagnosis from a medical professional in person. It is possible to get an STI when receiving oral sex, but HPV is not likely to be transmitted that way.
