Isn't it true that you can get an STD even with a condom such as HPV or Herpes? If so then the only safe sex is abstinence, correct? Why isn't the government and schools promoting abstinence as the only choice to safe sex?

Actually, the government already promotes abstinence as the best form of safe sex. Congress approved millions of dollars to fund states' sex education programs, as long as the funds went towards abstinence education, no distribution of condoms, and no discussion of homosexuality. There is convincing evidence that explicit safe sex education with condom distribution does not increase or exacerbate sexual or unsafe sexual behavior among youth.

Condoms are not a 100% guarantee against STDs. Condoms should be an effective barrier against transmitting herpes and HPV, but not always. Responsible safe sex education should be clear about that.

If seat belts don't save lives one hundred percent of the time, why don't we just tell people to not drive? We live in a society that claims to promote the freedom of choice. People cannot make educated and informed choices without clear and honest information. If we don't teach people how to drive safer and responsibly, then we are complicit in their injuries. I believe that governments continue to be negligent in not providing the public with ways to protect themselves from sexually transmitted infection and disease.
