My twin is in prison paranoid/schzo, HIV/aids. He wants to die, refused meds. Is being forced pychotropics but not HIV meds. The prison is enabling him to die. Aren't they responsible for his health? Help.

Yes, they are responsible for his health, but if he refuses HAART, they cannot force it upon him. Apparently, he is being treated with psychotropic medications over his objection. I imagine that the prison doctors hope that his mental status will improve and then he will be better able to judge his need for medical treatment. If he is expressing a desire to die, then he is probably very depressed. Psychiatric treatment should help him, and revive his desire to live if it is effective.
