my 5 year old daughter

she is 5 years and still she cannot walk fully nor talk at all only she have some kind of voices and screams always shakes her head and when she see someone she knows she will cry to atract his attention we were told it is not autism maybe lack of oxygen during birht but nobody knows fully what is wrong with her mostly i need some guidenss how to deal with her and the best way to teach her thing.
