many people have herpes. Why do we always associate with hiv? two recurrences per year is cause for concern?

Hello and thanks for your post.
Herpes infection is very common in the general and HIV+ populations. Persons living with HIV are at greater risk for having more frequent or more severe herpes outbreaks, especially when the immune system function is compromised.
Two recurrences per year isn't unusual, even for persons with normal immune function.
