what are the odds that a person who has only been infected for 14 months already has cd4 counts that are below normal range or is so low that they need to start meds?

Here's a crude guess-- less than 5% of patients newly infected with HIV progress to treatment levels in 1 year or so. It's not common, but certainly not rare either. BY
