Undetectable viral load <400 HIV-1 copies

My question is Dr. Holodniy is if someone has a very weak exposure to HIV they might not get an antibody response, therefore a negative antibody result. However, they would get a response on the new PCR test, especially the RNA test which measures outside the blood cells. Theoretically, the DNA could be negative because it measures inside the cells. If the HIV-1 PCR-RNA test consistantly shows copies on three or more separate tests while all other tests are negative you are most likely exposed but not infected with HIV. What is you opinion?
