PEP treatment all the time...

If the drugs that are used in PEP treatment stop the virus from being able to replicate before it manifests itself into your body...why isn't everyone who may have exposure to HIV taking AZT or whatever other drugs used in PEP treatment ON A REGULAR BASIS to prevent HIV infection from occuring? Wouldn't that create a constant flow of the drug in the body, making infection unlikely anytime?

In theory that plan would prevent infection. However, the amount of long term toxicity and expense, would not justify the strategy.
