My HBV DNA quantitative result is 109 IU/ml is it normal range

There is no "normal" range, you are either infected with HBV or you are not. That HBV viral load result would be considered very low. But you don't provide any context for why this test was obtained, or whether other tests were also performed. I suggest you discuss this result with your doctor or a liver specialist to determine if additional testing or treatment is recommended.
