My hiv-1 rna pcr copies is less <20 copies/ml and my hiv-1 rna pcr long 10 is <1.301 copies/ml Im not really understanding how to read this could you tell me what this means.

You don't provide any clinical context for why this test was performed. Are you on HIV treatment, and what were the results of previous HIV viral load tests? All that can be said is those results are the same number expressed in different mathematical forms as the absolute copy number and the log10 copy number.
