Viral load and CD 4 count decreasing while on ARVs

I have been on ARVs for over a year, viral load is decreasing but CD4 count is also decreasing it is 17 from 37. I look and feel healthy what is happening and what am I supposed to do.

You don't indicate what your regimen is, what your viral load was when you started and what it is now, and it's not clear if those numbers are your absolute CD4 count or CD4%. If your viral load is still not undetectable, and your are taking your meds correctly, something is wrong and you need to get a resistance test to figure out if your virus has developed resistance to any of the meds you are taking.
