Drugs that eliminate HIV in semen

Why in 25 years there aren't yet drugs that eliminates instead of decreasing virus in seminal fluids. Current meds help to reduce the presence but there's always a trace of the virus. Drugs that are able to eliminate virus in seminal fluids would reduce sexual trasmission by 90%. Is there any drug in development for this purpose? If not, why?

I am not aware of any such drug. Semen or the genital tract is only one place the virus is present. The virus circulates in the body in a cell free and cell-based form which is constantly being turned over and recirculating and repopulating various compartments.
