what is a blood test result being being I have htlv1?.

Depends on whether this was only a screening test, or a screening and confirmatory test that were positive. If both are positive than you will need to be evaluated for HTLV 1 infection. HTLV 1 is not HIV, but a distant cousin of HIV and you will need to discuss these results with your doctor.
