HIV levels in sperm

Is it true that HIV levels are often (or usually?) greater in sperm than in blood? If so, do they do ELISA and PCR tests on sperm when HIV is suspected and tests on cells and plasma negative? Are there rare cases where HIV can be found in the sperm, but not be detectable - even by DNA PCR - in the blood? (assuming someone who is not on HAART).

HIV levels are usually lower in semen (rather seminal fluid) than in blood. Semen is usually not tested for HIV infection.
