MY FATHER MADE AHEPATITIS C VIRAL RNA QUANTITIVE TMA AND IT IS <5 REFERENCE RANGE>7500H AND THE REFERENCE RANGE IS IU/ML AND ALSO HCV RNA ON TMA IS <0.7 REFERENCE RANGE : >3.88H AND THE REFERENCE RANGE IS LOG IU/ML I WANT TO KNOW WHAT IS IT MEAN? AND HE MADE ALSO ALPHA FETOPROTEIN TUMOR MARKER TEST IT IS OUT OF RANGE 31.8 H AND REFERANCE RANGE IS <6.1 ng/ml what is that mean?

It sounds like your father has a low level of HCV virus in his blood. This does not tell you anything about the possibility of disease though.
His AFP is slightly elevated. This can occur in advanced liver disease. He will need further evaluation of his liver and he also needs an ultrasound for imaging.
