He was born in 1973. He is 34 years old male. Mongolian citizen. In 1981, when he was 8 years old, He first infected with hepatities C and treatened for long time. Later, In 1990, when he was 17 years old, the ill was repeated (hepatitis C). Because of ill his body was so weak during his child and adolescences years. When he was 30 years old, in 2003, he was again diseased Hepatities C and going under control of doctors.

It looks like he cleared his hepatitis C but his HBV is active again. I would consider treatment since he has elevated liver function tests. He will want to discuss whether he should get a liver biopsy with his physician. I can't tell if he is e antigen negative because you have listed a negative and a positive but haven't told me which is his result. This will help determine his length of treatment. If he is positive, you will treat for six months after seroconversion (loss of e antigen and gain of antibody). If he is negative, he will need indefinite treatment.
There are many new medications to discuss with his doctor including entecavir.
