inactive carriers without Viremia

Hi Can an inactive [Hep B]carrier without viremia is a threat for infecting others by her blood or other body fluid? If YES, How? Thank you for your expert opinion.

We quantitate the degree of infectiousness by the amount of virus in the blood. So an inactive carrier is not a major risk to their partner. However, we still recommend vaccination of the partner, since an inactive carrier can become an active carrier again.
