Does a patient have to tell you if he or she is infected with HIV or Hepititis C? For example if you are drawing blood on this patient do they have to tell you for your safety?

It would be more ethical to tell your health care providers this fact. However in fact they should be using the same precautions in everyone, so called "universal precautions". You cant tell from looking if someone is infected with any virus. Therefore both healtcare providers and lay people should use universal precautions. DTD
